NGO “Ukrainian Deminers Association” announces a tender for the procurement of services for organizing and conducting the EOD Level 1 training course for women within the framework of the “She is a Deminer” program (hereinafter referred to as the Project). The Project is implemented by the NGO “Ukrainian Deminers Association” jointly with UN Women in Ukraine under the grant agreement dated September 29, 2025, with the financial support of the Department of Foreign Affairs, Trade and Development of Canada and the Ministry of Foreign and European Affairs of Croatia.
Who we are looking for
A certified training provider in the field of EOD (Explosive Ordnance Disposal) to organize and conduct the EOD Level 1 training course for women.
Service description
Requirements: Comprehensive services for organizing and conducting the EOD 1 training course for a group of approximately 10-15 women.
Estimated duration of the course: 4-5 weeks.
Estimated training start period: mid-June 2026.
The training shall be conducted at a certified training center with a testing range in accordance with national mine action standards.
The course must ensure a safe, non-discriminatory, and gender-sensitive learning environment for the participants.
Upon completion of the course, participants will undergo a final assessment, and in case of a positive test result, will receive an EOD 1 completion certificate.
Expected services:
Training process
- Organization and conduct of theoretical and practical training for EOD Level 1.
- All practical exercises must be conducted under the supervision of qualified instructors of the appropriate level.
Training center and testing range
Providing access to a certified training center and testing range for conducting practical exercises in compliance with safety, occupational health, and safety requirements.
The testing range must be suitable for training groups of women and ensure proper sanitary and living conditions, access to a shelter, drinking water, as well as basic conditions for rest and meals during practical exercises.
During practical exercises, the provider shall ensure safety briefings, the availability of an emergency response plan, and first aid supplies.
Accommodation
Organization and payment for accommodation of participants in a hotel or other equivalent accommodation that meets safety requirements and proper living conditions.
The place of accommodation must provide:
• access to a shelter;
• stable power supply;
• proper sanitary and living conditions;
• single room occupancy.
Catering
Organization of three meals a day for participants throughout the entire course, including weekends.
For participants who stay at the accommodation place on weekends, meals shall be provided continuously.
At least one menu option must accommodate vegetarian or dietary needs.
Access to drinking water must be provided throughout the entire training period.
Logistics
Organization of transport for participants between the place of accommodation, the training center, and the testing range throughout the entire training period.
Certification
Conducting a final assessment of participants’ knowledge and practical skills and issuing certificates of successful completion of the EOD Level 1 course.
Reporting
Preparation of certificates of completion, a financial report with a breakdown of expenses by line items, attendance registries, and a full package of supporting documentation upon completion of the course.
Reporting must include a final description of the course implementation, confirmation of the curriculum execution, and the results of the final assessment.
Photo and other supporting materials shall be provided if required.

- Estimated start period of service provision: mid-June 2026, in accordance with the agreed course schedule.
Conditions of tender participation
As part of its proposal, the participant shall submit in electronic form information on the price, terms of service provision, and attach the following documents:
• a copy of the certificate of state registration or a copy of the extract/statement from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations;
• a certificate of tax registration with the State Tax Inspectorate;
• a copy of the VAT registration certificate or an extract from the VAT register (if the Participant is a VAT payer) or a unified tax payer certificate (if the Participant is a unified tax payer);
• company/individual entrepreneur (FOP) bank and legal details and a contact person (Full Name, phone number, e-mail);
• a commercial proposal (budget breakdown) with a cost breakdown;
• information on experience in conducting EOD training courses;
• information and CVs of the instructional staff;
• description of the training center and testing range;
• a sample of the training certificate;
• description of safety and risk management procedures;
• confirmation of the capacity to implement the course within the specified timeframe;
• the training curriculum of the course;
• other documents confirming compliance with the procurement requirements.
Payment will be made via bank transfer, with a partial advance payment to a legal entity or an individual entrepreneur (FOP).
Selection criteria
- Experience in conducting EOD training courses in accordance with national mine action standards;
- Qualifications and experience of the instructional staff;
- Operational capacity to implement the full training cycle within the specified timeframe;
- Experience in organizing comprehensive training programs;
- Gender-sensitive approach to training organization;
- Value for money (price-quality ratio);
- Quality of organizational and financial support;
- Readiness to work according to the agreed schedule.
