The Public Organization “Ukrainian Deminers Association” announces the launch of a tender for the procurement of daily vehicle rental services within the framework of the project “Humanitarian Mine Action and Explosive Ordnance Risk Education – NORAD”.
Who we are looking for: a vehicle rental service provider capable of simultaneously providing 5 vehicles of each required category.
1. Subject of Procurement
- Daily rental of 5 four-wheel-drive (4×4) pickup trucks with seating capacity for 4+1 passengers, such as the Ford Ranger or equivalent.
- Daily rental of 5 minivans with seating capacity for 8+1 passengers, such as the Hyundai Staria or equivalent.
- Daily rental of 5 four-wheel-drive (4×4) crossover SUVs with seating capacity for 4+1 passengers, such as the Hyundai Tucson or equivalent.
The bidder must confirm the ability to simultaneously provide all 15 vehicles. The specified quantity represents the required operational capacity of the service provider and does not constitute a guarantee that all vehicles will be ordered simultaneously.
2. Main Rental Terms
- Vehicles will be rented on a daily basis in accordance with the Contracting Authority’s actual requests.
- The contract term shall be 2 years.
- The price shall be quoted per one rental day for one vehicle, separately for each category.
- Payment shall be made only for the actual number of vehicles ordered and the actual number of rental days.
- The rental service must be provided without any security deposit, guarantee payment, insurance deposit, or blocking of funds on the Contracting Authority’s bank card.
- All vehicles must be in good technical condition and covered by valid insurance.
3. Vehicle Handover Location and Area of Use
- Vehicle handover location: Kyiv, Ukraine.
- Area of use: Ukraine, subject to the restrictions established by applicable legislation and insurance conditions.
The bidder shall submit the proposal electronically and include the following documents and information:
- A signed financial proposal in PDF format indicating the daily rental rate for one vehicle separately for each category.
- An extract or certificate from the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations.
- A document confirming the bidder’s tax status: a VAT payer certificate/extract or a single tax payer certificate/extract, depending on the bidder’s tax status.
- The bidder’s contact details, bank account information, and information about the person authorized to sign the contract.
- Information about the vehicle fleet, including the number of vehicles in each category, their makes and models, and confirmation of the ability to simultaneously provide 5 vehicles of each category.
- A brief description of the insurance terms, including the type of insurance, main insured events, deductible amount, and the renter’s liability.
- Confirmation that vehicles can be provided without a security deposit, guarantee payment, or blocking of funds.
Payment shall be made by bank transfer. The final payment terms will be determined in the contract based on the results of the tender.
4. Proposal Evaluation Criteria
- The bidder’s capacity to simultaneously provide 5 vehicles of each required category.
- The daily rental price quoted separately for each vehicle category.
- Insurance terms, including the scope of coverage, deductible amount, and the renter’s liability.
