Ukrainian Deminers Association announces a tender for the procurement of comprehensive event agency services within the framework of the project “Preparatory phase for land and UW clearance in Eastern Ukraine” (hereinafter – the Project), implemented by the Ukrainian Deminers Association in cooperation with the international organization HAMAP under the grant agreement dated 27.01.2026 with the financial support of the Government of France.

Who we are looking for: a provider of comprehensive event agency services for the organization and support of a three-month training course for underwater deminers in Kyiv.

1. Service Description

What is required: Comprehensive event agency services for the organization and support of a three-month training course for underwater deminers in Kyiv.

Expected services:


  • Accommodation

    Organization and payment for participant accommodation during each course (if required) in safe conditions. Single or double occupancy options. Mandatory availability of a shelter, electricity supply, and proper living conditions.

  • Logistics services organization

    Purchase or reimbursement of tickets (upon provision of supporting documents), organization of transfers, participant transportation, and other logistical support within the framework of the courses.

  • Reporting

    Preparation of completion certificates and financial reports with a breakdown by expense categories.

Place of service delivery: Kyiv, Ukraine.

Approximate service period: from May 18, 2026 to August 31, 2026.

2. Tender Participation Requirements

The participant shall submit electronically, as part of their proposal, information regarding pricing, service provision conditions, and the following documents:

  • a copy of the state registration certificate or an extract from the Unified State Register of Legal Entities and Individual Entrepreneurs;
  • a certificate confirming tax registration with the State Tax Inspection;
  • a copy of the VAT payer registration certificate or extract from the VAT payer register (if the Participant is a VAT payer) or confirmation of single tax payer status (if applicable);
  • company/sole proprietor details and contact person information (full name, phone number, e-mail);
  • a commercial proposal (cost estimate) with a breakdown by expense categories. The prices and amounts specified in the proposal may be further used by the Customer for planning and ordering similar events within the framework of this procurement;
  • information regarding experience in providing similar services, as well as other supporting documents confirming compliance of the proposed services with the procurement requirements.

Payment will be made via bank transfer with partial advance payment to a legal entity or sole proprietor.

3. Selection Criteria

  • Compliance with technical requirements.
  • Best Price–Quality ratio.
  • Experience in providing similar services and readiness to work according to the agreed schedule.
  • Payment terms and quality of reporting support.

4. Tender Proposal Submission
